The significance of the Circumcision is the covenant God entered into with Abraham, promising him (though old and childless), that his descendants would be more than the stars in Heaven. The act of circumcision (without getting too technical on a G rated board) reminds the person that it is God who provides the children / progeny as per the miracle to Abraham in Genesis.
The article is correct in that it states that Jesus is fully human and fully Divine. He was not 50% human and 50% divine or 40% and 60%........but was fully human and fully Divine.
By the circumcision rite of Jesus' human body, the covenant of God with his people- was being fulfilled through Jesus' human form participating in it and fulfilling the covenantal laws before the new covenant to come would be fulfilled - that of Baptism and also the Sacraments. Jesus did not have to be reminded of the covenant but subjected his human form in obedience and tradition to the covenantal laws for Jews at the time.
